My locked notes were deleted after iPhone device repair

Hi, I had my iPhone fixed a few days ago because the back got cracked. I was told I basically got a new phone, so I just set up my phone using the iCloud backup I had done that day. Everything seemed fine but then I noticed that when I unlocked any notes I had locked, there was no content in them. I checked iCloud.com to see if the content was stored there, but nothing. No matter what device/method I use, iPad, MacBook Pro, iPhone, iCloud.com, I cannot see the content of the locked notes. I did not manually delete the notes and I do not see my notes in the “Recently Deleted” folder. The notes exists in my regular folder, but have their respective content missing. The blogs that talk about recovering deleted notes do not apply here. There is some kind of bug where locked notes that use the password method “Use Device Passcode” do not have the content backed up to iCloud.
