mail on Mac. can't include attachment on forwarded email. "include attachment" is "greyed out"

From the details you provided, it sounds like the 'Include attachments from original message' option near the top right of the Mail screen is greyed out when trying to craft a new email. If that's right, we also found that this option is greyed out when crafting a brand new email, so this may be expected behavior.

I have similar issue, so I will reply on Tillamok's behalf:

1. Forward an email with an attachment.
2. This happened probably since Feb 2023.
3. Did that and no change.
4. m version is Venture 13.2.1
