Poor browser or internet performance can often be attributed to your DNS settings or DNS provider. Try changing the DNS settings on your WiFi Router and/or your iPad to use one of these Recursive DNS Services (IPv4 and IPv6 addresses included below):
Quad9
9.9.9.9
149.112.112.112
2620:fe::fe
2620:fe::9
OpenDNS
208.67.222.222
208.67.220.220
2620:0:ccc::2
2620:0:ccd::2
Cloudflare

1.0.0.1
2606:4700:4700::1111
2606:4700:4700::1001
If settings allow, enter all four addresses for the chosen DNS provider - exactly as shown above.
To change settings on your WiFi Router, you’ll need to refer to your router’s user manual. If the router was provided by your ISP (Internet Service Provider), you may need to refer to their online technical or support resources.
To change DNS settings on your iPad, DNS is configured for each WiFi network:
Settings > WiFI > [Your WiFi Network] - touch the “i” icon.
- Change your Configure DNS setting from Automatic to Manual.
- Delete the currently shown DNS servers, then add the entries for your chosen provider (the sequence is unimportant):
