Account disabled in the Apple Store

I’m unable to update or download anything on my IPad, it keeps saying my account is disabled on Apple Store and itunes. The thing is I don’t want to add my billing info on the App Store and it keeps requiring me to which lead to this problem. When i have my bank account attached to apple it takes out money randomly without consent, which is very rude to be taking my money out when I didn’t ask to purchase anything.
