hard drive storage

Can you add hard drive storage to imac2021 , 24 inch. Also can you create a way to only store photo's in the cloud not both on the computer and in the cloud?

Only externally. Any USB or USB-C external drive can be connected to the iMac. The internal drive cannot be replaced on an Apple Silicon iMac.

No. iCloud is a sync service, not an off device storage solution. That means everything is synced and as such lives locally and in iCloud at the same time, and any changes made locally are replicated on iCloud.
