Screen Time cannot be restricted. Screen time is what is used to restrict other options or items on the iPhone.

If Screen Time has been turned on, you can turn it off in Settings ➜ Screen Time ➜ Turn off Screen Time.

If it has a passcode set up, you will need to provide it.
