Can i connect Max in to my desk top IMac 10.13.6 to use as a monitor since i can not up grade any more

Can i connect myI Mac 10.13.6 to the new Mac mini to use a my operating system and use the screen for display. I cant up grade any mor on the IMac

No, new Mac Minis cannot use Target Display Mode:

Use your iMac as a display with target display mode - Apple Support

This is possible with certain 3rd party applications. Two popular ones are Duet Display and Luna Display. But as Keith said Target Display Mode is no longer available.
