Backup and remove photos from iCloud on PC

Hi,


I've run out of storage on my 2TB iCloud+ space, so I want to keep an offline copy iCloud Photos on my PC (using Windows 10 and and installed iCloud PC) and remove them from iCloud to be able to create storage space for the new ones.


in simple terms, in one way or another, I would like to backup my online iCloud photos to my PC and then completely remove them fom iCloud.


One question is, when I download Photos within iCloud Sync Software in Wİndows and then move them from "\Pictures\iCloud Photos\Downloads" folder to another folder on my computer, do these photos also get removed from iCloud (and from any other iOs devices linked to my account)? Because this is the behaviour I'd like see.


If not what is the correct way of backing up iCloud Photos to a PC and removing them from iCloud?

Below you will find the recommended instructions for archiving and copying your photos to store them outside of iCloud on your PC:


"On your PC, make sure that you set up iCloud for Windows and turn on iCloud Photos. Open File Explorer. In the Navigation pane, click iCloud Photos, then select the images you want to keep on your PC. Right-click the selection and choose "Always keep on this device." If you use iCloud for Windows 10 or earlier, learn how to download your photos. After the items download, copy them to another folder on your computer. To do this, press and hold the Ctrl key and drag the items to the folder. Include this folder if you back up your computer."
