my messages to someone don’t say delivered, but i can still see that they have their notifications silenced. is their phone off, is it dead, or did they block me?

If the person with the dead phone had Do Not Disturb enabled when it broke, then there's a good chance the system hasn't updated his status, so people are still seeing him in Do Not Disturb mode.
If you were blocked, I'm pretty sure you will NOT be able to see any status from him. Nor Do Not Disturb.
