Everything is turned off and when I try to back up or turn them up this appears. What should I do? (I have 20g free space)
recently upgraded to ios 16.3 and icloud works on my 5s just fine.

We'd be happy to help out. It looks like you're currently on LTE, so lets be sure to get on a reliable Wi-Fi network and then test things out a bit further.
If you're still getting this error message while connected to Wi-Fi, make sure you're getting online without issue in other apps, such as Safari.
Also, did you make any recent changes to your Apple ID or its password? Keep us posted on what you find out!
