Just recently I tried to log into my bank account and got a message to disable cookies. Followed instructions in Settings, Privacy. There was no mention of cookies there. This is important and I need to get into this account.

You will find that setting in the Safari menu > Preferences or Settings > Privacy

Any message implying you need to disable cookies is dubious and probably incorrect. Most likely, something else is preventing that site from working. Review all the suggestions in If Safari on Mac doesn't open a webpage or isn’t working as expected - Apple Support.
