trying to install our own exchange certificate but don't have the option to trust root certificates under Settings > General > About > Certificate Trust Settings

The certificate is probably faulty, or otherwise does not pass the required checks such as its duration. DNS errors can be fairly common here too, but those arise past the problem you’re having here.

If not… Check with the certificate issuer.

Is one iPhone already managed or supervised, and the other not?
If both are similarly managed or supervised, force a restart on the recalcitrant iPhone.
thanks for your help I have resolved it with a workaround, wiping the Iphone in question and setting it up as the Iphone that works from a backup of that one and then wiping all data that is not relevant. I will contact Apple support

Both are managed in the same way, I have tried reboot several times and even wiped the IPhone completely to start from scratch
Contact Apple Support. They’ll probably want to see the profile, too.
