Can I transfer data from Thunderbolt 2 porton old MacBook Pro to thunderbolt 4 port on new MacBook Pro ?

yes, but.
you will have to add a new device in System preferences > network ...
in the list of interfaces, add ThunderBolt Bridge, and configure as needed.
In addition to the adapter, which has a short Thunderbolt-3 pigtail, you will need a Thunderbolt-2 cable.
ThunderBolt-3 and Thunderbolt-4 are almost identical.
