I can’t purchase and i have iTunes money it tells my add payment method and when i add a payment method it declines it i’ve tried 4 cards but all of them was declined what should i do?

Did you make sure, that your Apple ID has all the information needed, included the delivery address, which has to be related to the data for your credit card?
If you need to change or update your Apple ID payment method - Apple Support
If all information seems to be ok, and you still can't add your credit card, contact the official Apple Support.
