Green Dot next to my Dock Icons

I just recently noticed there is a tiny green dot in the dock next to my app icons. I was told that this a Handoff Bug! I'm using Ventura 13.2 as of this posting! I can't click on it for more options and it stays to the far right of the apps but to the left of the Folder Icons. What is this green dot? This is not the same as the green dot next to my webcam. I have made sure that one turns on/off when the webcam is on/off.

Do you know what it is?? It's been at least 3 YEARS as of today (01/30/23). If you DO know what it is, please tell me (and everyone else)!

To get started, if you disable Handoff does the green dot remain on the Dock?

- Mac with macOS Ventura or later: Choose Apple menu  > System Settings, click General in the sidebar, then click AirDrop & Handoff on the right. Turn off “Allow Handoff between this Mac and your iCloud devices.”
