There are a few variables that can factor in to this issue. To isolate the behavior we recommend trying to manually activate your screen saver. Here's how: Use Apple TV screen savers - Apple Support

"Activate the screen saver immediately

• Siri Remote (2nd generation or later): Press and hold the Back button to return to the Home Screen, then press the Back button again.
• Siri Remote (1st generation): Press and hold the Menu button button to return to the Home Screen, then press the Menu button button again."

If you're able to manually activate your screen saver you know that feature is working as expected. From there we recommend double checking your settings and reviewing your Music app for anything that may keep the screen saver from activating. I used to have this problem and had to use the method described by Drew_7 to get the screen saver working for Apple Music. After I upgraded to tvOS 16.3 the screen saver now works in Apple Music. I have the screen saver set for 2 minutes and 2 minutes into a song the screen saver comes on.
