I'm attempting to create an apple ID for my child and add her to my Family Share. When attempting to create her account I get to the point of verification and the prompt says it will send a code associated with PayPal. I've received the code but it's invalid. I've tried 3 times and now I don't receive any codes. I then selected 'Can't use this method' and I receive a message that says that process is unavailable.

Using PayPal as a payment method in your region, may be allowed. You can check if it is here: Payment methods that you can use with your Apple ID - Apple Support
Verifying your PayPal account for your child may not be accepted even though it may be for yours. Do you have another payment method you can try to use for Family Sharing? This way you can isolate this issue to the payment method rather than the Family Sharing setup.
