I changed my preferences on the Apple Watch app on my IPhone, but keeps showing and doing the same as before.
Did you change it from "Recents" to "Favorites"?
There was somebody on here a couple weeks ago that was saying that "Favorites" wasn't working properly.
I'm not sure what became of it though.
Let me ask you this:
How do you determine which apps are your favorites?
Maybe the A.I. in the Watch figures that out moving forward.

I never had it on "Recent" I always have the "Favorites" checked but never worked.
I would like to have only my "Favorites" on the dock.
I determine my Favorites just checking the apps I use the most.

Ok. I'm not sure what bug fixes were in the watchOS 9.3 that was sent out on January 23rd and I'm also not sure what model your watch is, but if you haven't already, update your watch (if you can) and see if it's something they fixed.
If not, you might do some searching on here and see if you can find that other thread that I mentioned.
All is updated, I have an SE watch.
I will look for additional information as you mentioned.
