Does anyone know if 16.3 fixed the Lightning to hdmi problem that 16.1 caused us not to be able to use it with Netflix, Amazon prime, etc. I just got off apple support and the gentleman assured me it would, but I am not convinced he really knew.
iPhone 13, iOS 16
It's working for me on a 2015 12.9" iPad Pro with iPadOS 16.3 and an iPhone 11 Pro also on iOS 16.3. Amazon, Netflix, HBO Max, all 3 work fine now with the Lightning Digital Av adapter with sound.
It did require a firmware update for the Digital AV adapter which it prompted for when I connected the adapter to the iPad and the iPhone and a manual reboot on the iPad, but it's now working fine with full picture and sound.
Full disclosure, Amazon Prime issues a playback error when trying to play downloaded episodes, but works fine with episodes streamed directly.

Yes. I'm using the original Apple Digital av Adapter, and it prompted for a for an update when I connected it.

and yes, it wasn't working before with iOS 16 through 16.2.

Haven't looked for any others. But the Apple adapter now works on iOS 16.3.
I would assume most MiFi certified adapters would work too on 16.3 now.
