AirPods Pro 2 noise cancelling fades into transparency in quiet environments

How do I fix this? I have gone through the step on the standard support guide about a dozen times. I talked to at least 6 Senior Support agents, one of them sent my case to engineering, and I even visited an Apple Store. I've also had them replaced three times through AppleCare+, and NONE of these have fixed the issue. This problem happens with new, completely clean tips, and on brand-new airpods. I am at my witss end. Will Apple ever acknowledge this problem (that other people are reporting as well)? They very clearly need a firmware update, but they were excluded from this recent round of updates. Can anyone tell me when/if they plan on fixing this issue with a firmware update?

Unfortunately, it isn't a simple and clear switch into transparency. The noise canceling mode stays "on" according to the software, but it slowly lets more sound in from the environment (despite passing an ear fit test). The noise cancelling kicks back on when I run my fingernails along the desk in front of me, but then fades out again very soon.
