I have AppleTV4K and am hooked up to a Sonos Arc sound bar. Is it possible for the TV to play through the sound bar and through Ear pods at same time? This is for a hearing impaired person watching with others

That is not supported from Apple TV. Using headphones or earbuds disables output to other speakers.
Your TV or audio system may or may not have other connection options and/or output options for headphones or earbuds. I expect the other equipment to behave the same, though.
