A couple days ago Safari started acting up and rearranging my open tabs whenever I open it.
I have a custom order of them and having to move them back to their supposed position every time is annoying.
My fixated tabs are not affected by that, but I'd prefer not to fixate the other tabs.
It seems this problem started with or shortly after my update to Mac OS Ventura 13.1 on my Mac Book Pro. I appreciate any help.

If you are having difficulty with Safari tabs, begin by checking any other devices that may have iCloud tabs enabled, to see if the order is being changed there.

The order of tabs does not change on my iPhone, iCloud tabs is disabled. I also disabled it for my Mac and tried with closing Safari and open it again with the same result. The tabs get rearranged. The way Safari rearranges them does not seem random to me as the rearrangement seems to be always the same, but I can't see any system. It's definitely not sorted by alphabetical order as tabs from the same website get split with some moving to the end and the others staying at their correct position.
