I just purchased a "new" Apple Pro Max M1 14 inch computer Dec. 21, 2022. Just now, Apple announced a brand new M2 version of 14 inch Apple PRO. Can I change mine since just purchased for the new M2 or am I just screwed (Unlucky)

If and only if you purchased DIRECT from Apple (not through a reseller) you have 14 days from receipt for a full value refund or exchange.
Apple uses this in most countries as your ONLY recourse against overselling by over-zealous Apple reps, and for feeling 'caught' by introduction of newer systems and just because you don't like it for some reason.
If you have a brand new Apple MacBook Pro M1 14-in, you are not unlucky by any measure!
