"this song is not currently available in your country or region", but only in library

I have a problem with several songs (for example Жальменіна by Go_a), which are available to play after finding them using 'Search' function, but appear greyed out in playlist with an error message "this song is not currently available in your country or region". It is exactly the same song, as I've been trying to add precisely the one I was listening to. How can I add such song to playlist and why does this happen? The same thing happens when it is added to the library. It happens only for individual songs. The rest from this artist is available and working both under search and in library.

Below follow the screens showing that I am indeed able to play the song, but appears like that both in playlist and library itself:

I keep hitting this error on mp3 files that I ripped myself from CDs that I own! I don't subscribe to Apple Music and almost none of my mp3 files were purchased from Apple. How is Apple Music so messed up that it's blocking me access to playing my own mp3 files that aren't even DRM'd? This has been happening on and off for several years at this point and I have to delete the files off my phone and re-sync from iTunes on my PC to get them to play again. Considering using 3rd party mp3 player software or switching to Android over this bug. Just give me back the iPod / iOS 6 music player that could at least play mp3 files correctly and allow browsing by genre -> artist -> album, literally all updates since iOS 6 that have just made the music player worse for me...

Well, trouble is that the content itself is available. I can search for and play this song without any issues. It is just impossible to add it to playlist or library.
