I received an Apple Watch SE with cellular capabilities. Can I use the watch with just Wi-Fi or Bluetooth?o

Yes, just don't setup the cellular option. See step 8 in:

Set up your Apple Watch - Apple Support

and the 'Set up cellular on Apple Watch' section in:
