I am a unable to download an Apple software called Garage Band as it needs iPad OS version 16.0 I am using iPad Air 2 and the OS latest version is not compatible with it. Is there an other way to install Garage Band on my iPad Air 2?

As you observe, the currently available version of Apple’s Garage Band App requires iPadOS16 or later.
Your iPad Air2 is capable of update to iPadOS 15.7.2 - but does not support iPadOS16. As such, you will be unable to install the currently available Garage Band App.

Getting an App to Work:
If the version in the App Store is incompatible, then contact the Developer, seeing if they offer a compatible version. If not, then I'm afraid using it is just not an option for you. You'll find the Developer's Contact Us info in the app's site of the App Store.
