I bought a used MacBook Air 2018 and as I was going through the setting up process I was brought to a MDM device management prompt that won’t allow me into my MacBook. How can I permanently delete a MDM or bypass it?

You can’t.
Either the company that owned it failed to properly retire it and remove it from their system before disposing of it or you purchased a stolen device.
Return it for a refund. If you can’t get a refund, turn it over to the police.

The computer was not properly prepared for resale or it was stolen. Return the computer to the seller. Whatever organization or person (FreshBooks) installed the MDM must remove it.
