I would note, the list I want to delete is only on my iPhone, it is not in iCloud.

When I tap "edit", all the lists become light in color and I can't tap on them to edit. The only edit option seems to be "Add List".

For the lists that are grayed out, are they lists you created, or is it only listing your accounts, like iCloud and Gmail? If you're referring to accounts and you want to remove one, you'd instead want to look at Settings > Contacts > Accounts.
On the other hand, if you try swiping left on a list, do you see the option to remove it? If so, try that and let us know how it goes.

If you want to delete a list that’s a subset of your Contacts, tap “Lists" in the upper-left corner and tap “Edit”. Tap and hold the list you want removed and swipe left.
