icloud will not upload my tiff photos

why can't I upload tiff photos to iCloud - sends a message that it only uploads jpeg

Thank you for using the Apple Support Communities! TIFF is a supported format. Which device are you using? Does this happen with all photos or just a specific one? Here is a help article to learn more about iCloud Photos:

We'd like to learn more to see how we can help. Are you trying to add the photos to iCloud using the Photos app on your Mac? What specific steps are you taking to attempt to import the photos from the external drive?

I have been through all the steps suggested and nothing changes - I am using an iMac M1 Ventura 13.1 and trying to upload from an external drive - it brings up the drive and photos but grays out the tiff photos - only lets you choose the jpeg -- message from iCloud is - There was a problem uploading files - Only files in JPEG can be uploaded.

Still in process but, looks like the steps for importing from storage devices is working for the tiff files I couldn't upload!
