There are no users on this volume to recover

I have a new Mac Book Pro M1 Pro.

I am running Ventura 13.0


I can't boot in Recovery Mode as I always get the following message:


"there are no users on this volume to recover"


I read a reply from last year where a user was having the same issue. He was advised to create a temporary user. I tried that without success. still no user recognized.


I need to be able change the security settings to allow extensions from indentified users and I am stuck here.

Apple Silicon M1 / M2 Computer 


1 - Choose Apple menu > > Shut Down.


2- Do not  attempt a Restart to access this feature. The computer Must be Shutdown and pause about 10 seconds before moving forwards 


 3 - Press and hold the power button on your Mac until you see “Loading startup options.”


4 - Click Options, then click Continue.

I did the Ventura 13.1 update. Shut down and let it sit for @ a minute. Restarted holding the the start button. Selected the Utilities. This time my user came up. I was able to change to the reduced security. Restarted my computer. added the extension I needed. Had to allow the extension in my security settings. Required another restart. Opened my application (Pro Tools - w/ HD Hardware extension) and it recognized my hardware. Everything is working great!
