How can I get my photos from icloud and cancel storage fee?

Download the Photos to a computer. Click here ➡️ Download iCloud photos and videos - Apple Support

One that is done, turn off iCloud Photos in Settings ➜ Photos, and then downgrade your iCloud storage by following the steps here ➡️ Downgrade or cancel your iCloud+ plan - Apple Support

Do note, when you downgrade, anything that exceeds 5GB, will be deleted from iCloud.
