I've been trying to set up a family member as my recovery contact repeatedly. i don't use Family sharing. while his app says he's set up mine iphone remains without a recovery contact. Both are new iphone 13. thanks for any advice.

When attempting to add them as a recovery contact, do you see any error message or anything? If so, could you please confirm what that says?
This info can help narrow down what's happening.
Also, if you haven't could you please restart both devices and see if it's showing them as the recovery contact after restarting? Restart your iPhone - Apple Support
