Thanks for posting in Apple Support Communities. Is there an OK button with this popup? If so, what happens when you try to select it? It might also be a good idea to restart your Apple TV if it hasn't been restarted recently. This is a simple step but can resolve many issues. Guidance below is from Restart Apple TV - Apple Support.
"Restart Apple TV
Do any of the following:
- Press and hold both the Back (Siri Remote 2nd generation or later) or MENU (Siri Remote 1st generation) and TV buttons on the Siri Remote until the Apple TV status light blinks rapidly.
- Disconnect Apple TV from the power outlet, wait five seconds, then reconnect it.
- Open Settings on Apple TV, go to System and select Restart."
If the same continues, you can also try signing out of iCloud, then back in. That will likely cause the same pop up but may allow you to accept. The following steps are from Sign out of iCloud on your iPhone, iPad, iPod touch, Apple TV, or Mac - Apple Support.
"Sign out on your Apple TV
- Go to Settings > Accounts > iCloud.
- Select Sign Out."
