Writing on images in notes

If you take a picture using the iOS camera. Then you can draw on the picture. If you need to you can go back and change your drawing at any time. The same thing is true when you use your handwriting in apple notes. You can go back and do changes. BUT if you ad a photo in the notes app and then like to draw on it. The second you click done your stuck with what you did. There is NO way to change your mind.

Is there a fix for this? I can’t understand why you are able to edit you’re drawing in the photo app but not on an images in the notes app?
