No. Return it and get your money back.


Phones are blacklisted by the carriers because they have been reported lost or stolen.

You purchased stolen property.

Yes. blacklisting is a carrier option. If the iPad is blacklisted only a carrier can remove it from said blacklist.

Apple does not get involved with blacklisting in any way.


The iPad, would still be usable over Wi-Fi even if it was blacklisted by a carrier.

Only cellular service provides can blacklist or un-blacklist devices. Apple has no control over that.


Blacklisting does not in any way lock a device. It merely prevents it for connecting to cellular service on carriers / providers that share the black list its on.


If its blacklisted, only the service provider can help.


If it's locked in any way, it may or may not be blacklisted. You would need to explain how it is locked for us to be able to help you.
