It is not possible to download iOS Updates via Cellular Data on iPhone 8. It is only an option on iPhones with 5G support (iPhone 12 and up). You will have to either log on to WiFi on your iPhone, or update from a PC or Mac.
But in answer to your question; the size of the latest update, which is iOS 16.2, is approx. 5.8 GB
