how do I send texts to someone who doesn't have an apple device

There is no separate method to send SMS text messages to a non-Apple device such as an android phone. The SMS texting feature just has to be activated by your carrier.

I recommend that you contact your carrier and inform them that you are unable to send SMS text messages.

iPads are not capable of sending SMS messages on their own. You need to link your iPad to your iPhone. Both devices need to be signed into the same Apple ID. On your iPhone, go to Settings>Messages>Text Message Forwarding. Select your iPad and follow the on-screen prompts.
