No. In general:


a Mac can run MacOS no OLDER than the version it initial shipped with when first released.


That version may have been updated to an even more recent version since your computer was sold, and you should generally run the most recent version.

Migration assistant is focused on your FILES. It does not try to carry an old version of MacOS forward to the new machine.
