I bought a Apple Watch and it’s been locked by the owner how do I return it to the owner of the Apple Watch

I had many devices stolen from me and I just wanted some one honest to try to return it to me but never no luck now I have a mission to return this Watch to the rightful owners and now I can’t get it back to them It’s still some solid people who care to return some one stolen or lost device please help fix this issue
