Downtime and app limits keep resetting

Whenever my child requests additional time on an app once they have reached their limit and we approve the extension, the downtime schedule and the app limits that we have set within parental controls completely reset. Both phones are updated, we have tried resetting them in unison and applying the changes, but this continues to happen. This is maddening! Why don’t the parental controls stay enabled?
