I wan't to change my billing address
I wanna change the State of Billing adress to the other country’s state but it’s impossible. How can i change that?
Cuz Now i am living in Usa so i need a Application available in only Usa.

You would need to completely change the country associated with your Apple ID. To do so you must provide a payment method for the new country, issued by a bank in the new country with a verifiable billing address in the new country.
