Apple Watch 3 not updating or connecting to Wi-Fi when trying to set up as factory reset

Connecting the old Series 3 (five year old design) is rather hit and miss but if the problem is wi-fi then I would restore the wi-fi router to factory settings first. Check the manual but usually there is a reset hole in the router body that you press in a paperclip or SIM tool for 10 seconds.
Ensure the iphone has no VPN installed.
My daughters watch that she got for Christmas ( Apple Watch series 3 model A1858 won’t update or connect to Wi-Fi with her iPhone 8 that has the update iOS 16.2.
