Yes, there are Ad and Content blockers available for iPad - but these require both a sufficiently recent version of iOS/iPadOS.
One of the very best and most respected within the Apple App Store - designed for iPad, iPhone and Mac - is 1Blocker for Safari.

1Blocker is highly configurable - and crucially does not rely upon an external proxy-service of dubious provenance, often utilised by so-called AntiVirus products intended for iOS/iPadOS. Instead, all processing by 1Blocker takes place on your device - and contrary to expectations, Safari will run faster and more efficiently.
Unwanted content is not simply filtered after download (a technique used by basic/inferior products), but instead undesirable embedded content blocked form download. A further benefit on metered services, such as cellular connections where you data may be capped or chargeable, this not only improves speed but also saves you money. 1Blocker has also recently introduced its new “Firewall” functions - that are explicitly designed to block “trackers”. Being implemented at the network-layer, this additional protection works across all Apps. Recent updates to 1Blocker has introduced additional network extensions, extending protection to other Apps.
1blocker for iPad and iPhone requires iOS/iPadOS 14.2 or later. There are other Ad-blockers, some of which remain compatible with earlier versions of iOS - although of those that still support earlier versions of iOS, many are no longer maintained or updated by the respective Developers.
Searching the Apple App Store for Ad-blockers will find those that are available.

There are many in the App Store. I don’t have any specific ones to recommend but you can search for ad blockers and read reviews. One key for reviews, change the sort from most helpful to most recent to get a more accurate view of how users see an app.
We use Ka-Block! on all of our Apple Devices. It works well and is free. You can get it in the App Store.
