iPhone can’t setup

My old phone I’m trying to factory reset. I connected to computer and went through that process. When it turned back on it says “iPhone locked to owner” I don’t know the password on the phone and the Apple ID email I try says it cannot be used to unlock this phone. I have never used a different email.
