How to solve error "can’t be opened because (null) is not allowed to open documents in Terminal."

After I upgraded to the latest macOS version 13.1 Ventura , Terminal app can't open some files due to privacy & security reasons .

I've also checked System Preference full disk access for Terminal and it's checked

How can I solve "can’t be opened because (null) is not allowed to open documents in Terminal." with MacMini M1 ?

My solution was to disable SIP protection until Apple pushes a fix for this problem I followed the steps below :

  1. Boot into recovery mode by press and hold the power button
  2. Access Terminal from Utilities
  3. type csrutil disable
  4. Restart
