Restrictions but I don’t have Restrictions?

I have been struggling with this for some time now. When I try to download 17+ apps I am not allowed yet my restrictions are set to allow all apps. I am on my own icloud account. I have tried turning restrictions off and on but nothing seems to work. It always says “Due to restrictions set for this device, this app cannot be downloaded.” Can someone please help?
