This is odd because the Walkie-Talkie app should come with the Apple Watch. You should try to go into the watch app and check to see if you can download the Walkie-Talkie app from there. You can also try to set a passcode on your Apple Watch so you can download the Walkie-Talkie and then remove the passcode.
