Apple Watch SE - Unable to download apps

Hi, my kid's Apple Watch SE (purchased few weeks back directly from Apple online) is on Family Setup without a cellular plan. The watch doesn't allow any form of downloads even for free apps. I had enabled ask to download, and it never sent any notification to the iPhone (13 Pro Max) which is used to set it up. When I removed ask to download, it keeps on asking my kid's apple Id password, but even if I enter the password, it never goes back to the app store to download. When I try going back to app store, it gains asks for the password for download and the cycle keep repeating.

I have tried many things including reset and setting it up again with the same iPhone. Nothing works. Very disappointing experience for my kid, and am quite disappointed with such an issue on a brand new watch as well!

Can someone help?

It sounds like you have set up the Apple Watch correctly, but double-check the steps found here: Set up Apple Watch for a family member

Note: " A cellular plan isn't required to set up an Apple Watch for a family member, but is necessary for some features."

If the Apple Watch doesn't have a solid Wi-Fi connection, then app downloads wouldn't be possible nor would it be able to send an Ask To Buy request. Is the Apple Watch connected when downloads are attempted? Double-check that these steps are also being followed: Download apps on your Apple Watch.

If you are able to download apps on your iPhone, then it's unlikely to be an account issue.

If the issue is still occurring, please contact Apple Support for a deeper dive.
