I deleted a picture from my recently deleted by mistake, is there anyway to retrieve it?

Recently Deleted is the only safety line offered by Photos. If you removed the photo from there, you need to use your own backups.
If you backup your photos on a computer, try to recover the photo on your computer.
Otherwise you need the backups you made of your iPhone.
Try to restore the iPhone from the last backup you made before you emptied Recently Deleted.

An iCloud backup of your iPhone will only include the photos, if you are not using iCloud Photos. So it would not help to restore the iPhone from the backup, if you had been using iCloud Photos.
