Trouble Syncing music after ios 16 update - NO Apple Music subscription

I'm running ios 16.2 on an iPhone 8 and iTunes 12.12.7.1 on a PC. I do not have (and do not want!) an Apple Music subscription - I just want to transfer music files from my PC to my iPhone like I have for ages. I first noticed the problem when I updated to ios 16 and some of my songs disappeared, but I don't sync very often, so it may have started earlier.

No errors are generated when I sync from iTunes, either over WiFi or USB. The "On My Device" tab in iTunes shows everything I intended to sync, but those songs are not appearing on my iPhone. There are different songs on my iPhone.

I've tried hard reboot of iPhone, restart computer, updated to 16.2, tried a different set of songs, and no luck. I really miss my Christmas music!

Any thoughts of how to fix this?

Hello freecaptive,

You've tried some great steps to get your music to sync from your PC to your iPhone. In your troubleshooting, did you also check for updates to your Windows software then iTunes updates? If not, take a moment to do that now as updating can resolve issues with bug fixes: Update to the latest version of iTunes for Windows 10 - Apple Support

If you downloaded iTunes from the Microsoft Store

Versions of iTunes from the Microsoft Store update automatically when new versions are released.

You can also check for updates through the Microsoft Store.

If you downloaded iTunes from Apple's website

1. Open iTunes.

2. From the menu bar at the top of the iTunes window, choose Help > Check for Updates.

3. Follow the prompts to install the latest version.

If Check for Updates isn't an option in the Help menu, then you downloaded iTunes from the Microsoft Store.
